Attorney General James investigates fatal incident involving off-duty Monticello police officer

The New York Attorney General’s Office of Special Investigation (OSI) has started an investigation into the death of a civilian in Monticello, Sullivan County. The incident occurred on November 25, 2025, when a man was struck by an off-duty officer from the Monticello Village Police Department while crossing near the intersection of Pleasant Street and High Street. The officer was driving his personal vehicle at the time.

The injured man was taken to a local hospital and died on November 30.

According to New York State Executive Law Section 70-b, OSI reviews all incidents where a police or peace officer may have caused a person’s death, regardless of whether the officer was on or off duty or if the deceased was armed, unarmed, in custody, or incarcerated. If OSI determines that an officer may have caused the death, it carries out a full investigation.
