The Office of Special Investigation (OSI) of New York Attorney General Letitia James announced on Mar. 31 that it has completed its investigation into the death of Damon Louther, who died on May 13, 2025 after an encounter with New York City Police Department officers in Brooklyn. The OSI concluded that a prosecutor would not be able to disprove beyond a reasonable doubt at trial that the officers’ use of deadly physical force was justified under the law. A final Investigation Report will be released at a later date.

He advanced toward them and said “you’re gonna have to put a bullet in me.” One officer used his Taser but Mr. Louther removed the prongs and continued advancing, leading another officer to fire his gun and strike Mr. Louther, who was later pronounced dead at a hospital. Officers recovered a knife at the scene, and body-worn camera footage captured the incident.
