New York Attorney General Letitia James has released body-worn camera footage as part of the ongoing investigation into the death of Bernie Russo. Russo died on July 1, 2025, after an encounter with New York State Police troopers in Norfolk, St. Lawrence County.
The Office of Special Investigation (OSI) within the Attorney General’s Office made public the footage from cameras worn by troopers during the incident. This action is in line with Attorney General James’ policy to release such footage to promote transparency and strengthen public trust in these investigations.
According to information provided by the Attorney General’s office, state troopers responded to a reported domestic incident at a house in Norfolk during the early morning hours of July 1. Upon arrival, they encountered Mr. Russo exiting an RV on the property. Troopers attempted to restrain him using handcuffs and leg restraints. During this process, Mr. Russo became unresponsive. Troopers then initiated life-saving measures while waiting for emergency medical services, but Mr. Russo was pronounced dead at the scene.
Under New York State Executive Law Section 70-b, OSI reviews every incident reported where a police officer or peace officer may have caused a person’s death through action or omission. The law covers incidents regardless of whether officers are on duty or off duty and regardless of whether the deceased was armed or unarmed, in custody or not. If OSI determines that an officer may have caused a death, it conducts a full investigation.
Attorney General James emphasized that releasing this footage does not reflect any opinion regarding guilt or innocence nor indicate how or whether anyone will be charged with a crime.
