The New York Attorney General’s Office of Special Investigation (OSI) has begun an investigation into the death of a civilian in Queens following an incident involving officers from the New York City Police Department.

According to information released by the Attorney General’s office, the incident occurred on August 23, 2025, at about 4:37 p.m. An NYPD officer was driving a marked police vehicle on United Nations Avenue South in Flushing Meadows Corona Park when the officer drove over a man who was reportedly lying on the roadway. The individual was taken to a local hospital and later pronounced dead.

The OSI is required under New York State Executive Law Section 70-b to review every reported case where a police or peace officer may have caused someone’s death through action or omission. The law applies whether officers are on-duty or off-duty and regardless of whether the deceased person was armed, unarmed, in custody, or incarcerated. If OSI determines that an officer may have been responsible for a death, it launches a full investigation into the matter.

“These are preliminary facts and subject to change.”
