The New York Attorney General’s Office of Special Investigation (OSI) has launched an investigation into the death of Jesse Campbell, who died on August 15, 2025, after an encounter with off-duty New York City Police Department officers on Staten Island.
According to initial reports, at around 8:22 p.m. on August 15, two off-duty NYPD officers observed a man allegedly holding a gun on William Avenue between Hylan Boulevard and Russell Street. The officers reportedly instructed Mr. Campbell not to move his hands before one officer discharged his service weapon, striking Mr. Campbell. Officers recovered what was identified as an imitation pistol at the scene.
The OSI is mandated by New York State Executive Law Section 70-b to review every incident reported where a police or peace officer may have caused the death of a person through action or omission. This law applies regardless of whether the officer was on or off duty and irrespective of whether the deceased individual was armed or unarmed, in custody, or incarcerated. If OSI determines that an officer may have caused the death, it proceeds with a full investigation.
